Social Tenant Access to Information Requirements (STAIRS)

From 1 October 2026, we must publish information publicly about your housing management

Partners Foundation must provide you with access to information regarding the management of your home, and you have the right to request information from us, unless it is reasonable to withhold the information from disclosure. 

We do this so we can be as transparent with our tenants as possible, allowing you to access the information you need about your home and hold us accountable for the quality of housing and services we provide. 

Publication Scheme

The Social Tenant Access to Information Requirements (STAIRs) make sure housing providers like us are open and transparent.

This means we must:

✅ Clearly list the types of information we hold about our services

✅ Regularly publish or make this information easy for tenants to find.

✅ Make sure tenants know where to access it.

✅ Keep everything up to date and reviewed regularly.

In short, the publication scheme helps tenants easily access key information about how we work and how their homes are managed. Key information can include;

  • Governance & Decision Making
  • Spending
  • Housing Stock Management
  • Performance 
  • Housing Services
  • Lists & Registers 
  • Social Housing Management

Access to Information: What Tenants Need to Know

What kind of information can I ask for?

You can ask for information about how we manage your home or other supported living properties.
This includes things like:

  • How rent and service charges are managed

  • Repairs, property conditions, and improvements

  • How we handle complaints or anti-social behaviour

  • Health and safety checks

  • Staff training and how we deliver services

  • How we communicate with tenants

  • How we protect your personal data and keep your home secure

You can’t request:

  • Council policies (like housing allocations or homelessness services)

  • Information about properties that aren’t part of our social housing

  • Information already available under another law (for example, Freedom of Information)

Who can make a request?

Any Partners Foundation tenant can ask for information.

    • You can also nominate someone (like a family member or support worker) to make a request for you — just let us know in writing.

    • Requests must be made in writing, but you don’t have to mention “STAIRs” in your message.

    • We’ll always help you make your request clear and valid if you’re unsure what to ask for.

How do we handle your request?

  • We’ll respond within 30 days of getting your request.

  • In some cases, we might need a bit more time (for example, if we need to check with another organisation).

  • If there’s a delay, we’ll tell you why and when to expect a full response.

  • We may remove (redact) private or sensitive details before sharing information.

  • We’ll provide information in a format that’s accessible and easy to read.

When can we refuse a request?

We can only refuse if:

  • The request isn’t clear or the person can’t be identified.

  • It asks for information that doesn’t relate to our housing services.

  • It would take too long (over 18 hours of staff time).

  • It’s repeated or abusive.

  • It would break data protection or other legal rules.

When deciding, we’ll always balance your right to know with any legal or privacy protections that apply.

Electrical Safety

We use electricity every day in our home and we sometimes forget how dangerous it can be. Here are some tips to improve safety around your home, it is a good idea to check for these common faults/dangers:

  • Check for frayed or damaged leads
  • Tuck leads safely out of the way and keep them neat and tidy
  • If you have any cracked plugs, sockets and switches report them to us straight away
  • When using bulbs only use ones at or below the maximum wattage
  • Remember water and electricity do not mix – do not unplug or plug things in with wet hands, be careful if you spill water near or over appliances
  • Don’t overload sockets, too many plugs in one socket can be dangerous, overheat and cause fire
